This rule is used to take the main focus, or subject, of the photograph in one of 4 intersections.
As you can see in the picture on the side, the four intersections lie on the lines that divide the picture into thirds. Most pictures would look better if they were in these intersections.

The caution tape is along the bottom line and the grass ends along the second line. This creates sort of a layered effect and makes it look good. The basket ball is more or less on the intersection of the lines and makes it look successful.
